Abstract

This paper describes the risks of young drivers, the components of the various Graduated Driver Licensing (GLD) Programs, the effectiveness of such programs and the components of an ideal GDL program. Each of the 50 states in the USA was surveyed to obtain information on its licensing program for new teenage drivers. Many states have recently adopted GDL programs while others are in the early stages of implementing programs. The paper also reviews some of the opposition to GDL.
