Free public transport in the province Zuid-Holland : the decision taking process. The province Zuid-Holland aims to test the concept of free public transport between the cities of Leiden (Transferium 't Schouw) and the city of The Hague. In this article, the decision taking process that has led to this decision is presented as well as the research steps that were undertaken to obtain ex-ante insight into the merits of free public transport. Two researches are discussed in detail, which were done in the context of the decision taking process. One of these researches is a quick-scan analyses and the other is a more detailed investigation into two business cases. The chosen research steps are discussed and the pro and cons of free public transport for the situation in Zuid-Holland are presented. The reader of this article has to decide whether the approach can be improved and, most of all, whether the decision to start a trial with free public transport had been a wise decision.
