Abstract

A theoretical, but as yet untested, model for allocating unsatisfied parking demand is proposed. The model allows for testing of alternative plans for design of parking facility locations and selection of an optimum solution. It is primarily proposed for use in small urban areas where parking decisions are simplistic.
