Abstract

This paper explains how three European companies have developed a system called GTS (Global Tolling System) that offers interoperability through standardised On Board Units while still allowing a high degree of freedom and flexibility for the toll operator to design a unique application. The three companies have been involved in the standardisation process within CEN concerning Dedicated Short Range Communication and Electronic Fee Collection in order to meet the market need for stability and interoperability. Based on the CEN standardisation work the companies have first agreed upon a set of parameter values and defined the industry standard: GSS, Global Specification for Short Range Communication, that gives interoperable communication. Further development has given the GTS system, that offers procedural interoperability and usage of smart cards. A structure of rules for data and commands have been defined to let a GTS based On Board Unit cope with different toll stations and smart cards.
