Guidance for lorry management.

Abstract

In 1987 the Civic Trust, County Surveyors Society and the Department of Transport agreed to promote a number of experimental lorry management schemes designed to mitigate adverse environmental problems or operating difficulties. Initially three areas were selected; North-west Hertfordshire, Lancaster and Morecombe and the City of Worcester. A fourth area, the Metropolitan Borough of Trafford, was subsequently added. The schemes were designed to be relatively low cost and capable of implementation in a short timescale by any highway authority. Using the results of the experimental schemes as a basis, together with experience from other Authorities, a Guidance Manual was published on the 23rd January this year (see IRRD 830186). This manual is intended to be a comprehensive introduction for practitioners entering the field as well as a reference document for the more experienced professional. In order to make the manual comprehensive the experiments which could not be completed before publication were also included with reasons for non-achievement of the objectives. The paper deals with the perception of lorry nuisance, problem definition and solutions, and design and implementation of schemes with reference to likely problems. The final part of the paper deals with the use of the guidance manual.
