Guidelines concerning offences to be included in a European highway code.

Abstract

The European Conference of Ministers of Transport (ECMT) included in its programme the drawing up of a European highway code which made it necessary to examine the consequences of contravening these rules. Guidelines are presented to reach this purpose and it is recommended that national legislation follow these guidelines. The guidelines are divided into four chapters, dealing with general principles, offences, procedure and sanctions respectively.
