Abstract

Traffic can be regarded as a system within the infrastructure, regulations, vehicles and traffic participants. In order to reduce the number of traffic victims, the concept of sustainable safety has been introduced as an approach system of traffic safety problems. All the elements within that system must be attuned to one another. It is a matter of co-ordination between performance, formula, regulations and usage. A sustainable safe functional use of the road network takes into account choice of routes, different kinds of vehicles, traffic flow, accessibility and intensity. A regular traffic flow can be achieved by the application of a correct formula and traffic regulations and low speeds can be enforced at cross-roads. By taking into consideration the identification of traffic situations, the willingness of traffic participants to accept traffic rules and the simplicity of the layout of traffic situations, predictable traffic behaviour van be realised. Sustainable road traffic safety begins with the drawing up of a categorising plan. Functional demands are necessary to achieve this. A step-by-step plan must be followed in order to realise the required mapping out of the roads. Finally this publication sets out the operational demands of sustainable safety road network.
