Abstract

The aim of this investigation has been to determine the effects of police action on vehicle speeds and in particular conformance with speed limits. The urban areas of the cities of Halmstad and Jönköping have been the test areas in the 1987 experiment with reduced tolerance in speed checks, while the cities of Nässjö, Huskvarna, Falkenberg and Varberg have been used as control areas. In addition to studying the effects of changed police surveillance methods, the investigation has attempted to determine whether speeds are influenced by the increase in penalties for speed infringements in urban areas that was introduced on 1 July 1987 and the "Slow down" campaign introduced by the National Society for Road Safety (NTF) National Society for Road Safety (NTF) during 1987. The analysis was based on speed measurements made by the Swedish Road and Traffic Research Institute (VTI) in the six urban areas during 1986 and 1987. The speed measurements used radar conducted by the police at locations in the urban areas where speed checks were performed according to a predetermined plan with varying intensity. An extensive survey by interview was performed a few weeks after the police had completed their test period in 1987. The interviews were made at places included in the test plan.
