Helmet laws dwindle; Death toll mounts.

Abstract

If a motorcyclist uses a helmet, he lessens his chances for serious injury in an accident. If he forgets, the statistics on his survival are very grim. Are helmet use laws effective? Should the government demand that motorcyclists wear helmets? Motorcyclists think not. They have apparently convinced the U.S. Congress and most state legislators that government should stay out of the motorcyclist headgear business.
