Abstract

The Central Driving Test Organization may not issue a driving licence to a car driver who has had brain haemorrhage, but has not afterwards been operated for it. This is even if the brain haemorrhage happened more than 30 years ago, and if the driver concerned has been driving for years with temporary driving licences. This is the verdict of the administrative lawyer of the Netherlands government's highest advisory board (in the case of a 44-year-old inhabitant of a small town).
