Abstract

Wat zijn de maatschappelijke kosten en baten van het openbaar vervoer (ov)? Worden die voldoende meegenomen in de gangbare systematiek om de maatschappelijke effecten van investeringen te beoordelen: kosten-batenanalyse (KBA)? Het Centraal Planbureau (CPB) en het Kennisinstituut voor Mobiliteitsbeleid (KiM) illustreren in dit rapport eerst de bijdrage die het ov levert aan de bereikbaarheid, de leefbaarheid en de maatschappelijke deelname. De gemiddelde prestaties van het ov op deze beleidsdoelen zeggen echter weinig over de effecten van specifieke ov-projecten. Een kosten-batenanalyse doet dat wel. CPB en KiM bekijken de resultaten van ov-projecten in uitgevoerde KBA’s, zij gaan in op de vraag of er effecten zijn die in de praktijk vaak niet worden meegenomen en geven suggesties hoe deze in toekomstige KBA’s beter kunnen worden meegenomen. Het rapport wil eraan bijdragen dat de verwachtingen ten aanzien van het openbaar vervoer en de resultaten van KBA’s beter op elkaar aansluiten. Are these costs and benefits fully incorporated in the standard system for assessing the societal effects of investments: cost-benefit analysis (CBA)? In this study the CPB Netherlands Bureau for Economic Policy Analysis and the KiM Netherlands Institute for Transport Policy Analysis first illustrate how public transport in general contributes to accessibility, quality of life and social participation. However, the average performance data for public transport regarding these policy objectives reveals little about the effects of specific public transport projects. But a cost-benefit analysis (CBA) is revealing in this regard. The CPB and KiM studied the results of CBAs performed on public transport projects, while also determining if, in practice, certain effects frequently remain unincorporated, and then providing suggestions for improving the incorporation of effects in future CBAs. This study aims to help ensure that expectations regarding public transport and CBA results are more attuned to one another. (Author/publisher)
