Abstract

One of the possible countermeasures to increase traffic safety could be the introduction, after an obligatory driving test, of a driving licence for moped-drivers. Every year 100 to 150 moped-riders, from which 90% are not yet 21 years of age, have a fatal accident. It is also shown that adolescents after their primary school and before their car driving licence have hardly any knowledge of traffic regulations. An interview held in 1984 under a representative sample showed that 88% of the dutch population were in favour of such a driving licence. The driving test should exist of a theoretical and a practical part. Recommendations for the design and content, legislative aspects and the introduction of the driving licence for moped riders are presented.
