The Dutch Second Traffic and Transport Structure Plan (SVV-II) suggested that the accessibility in some places could be improved by dedicating sections of new and existing roads to particular users, such as freight vehicles, car-poolers, taxis, busses, etc. An important argument for the use of separate lanes for freight vehicles is the perceived economic importance of an efficient and reliable flow of goods. In order both to quantify the improvement envisaged and to rank the bottlenecks where truck lanes would be desired, the study has determined: the current (1993) direct and indirect effects of congestion on goods traffic; and how the ranking of bottlenecks in Zuid-Holland based on current economic effects changes when forecasts of unimpeded traffic growth and the Ministry of Transport's road construction programme are taken into account (dynamic ranking).
