Abstract

Four experimental studies have been carried out to investigate the influence of police enforcement on speeding behaviour. In the studies, the enforcement related variables intensity of enforcement and enforcement strategy have been manipulated. Two methods of enforcement were compared, obtrusive stopping of an offender versus home mailing of warrants. At the same time, intensity of enforcement was manipulated by apprehension of every sixth, 25th or 100ths offender. All studies have been carried out on working days, between 10 am and 3 pm. In the highest intensity condition in the experiment, where every sixth offender was apprehended, the largest reduction in driving speed could be measured. In the same condition, when offenders were stopped obtrusively alongside the road, a slower extinction rate of the speed reduction effect was found. This slow extinction was not found in the condition where offenders received home-mailed warrants.
