Abstract

Traffic and transport policy in urban areas is mainly aimed at the promotion of public transport. But even if the quality of public transport is optimal, a number of movements will take place by car. In particular in shopping centres, areas in which many offices are situated, the parking need should be taken into account. In many places parking capacity must be increased. From the point of view of land use multi-storey parking garages are a good solution, but the costs of such garages are rather high and as the tariffs are high, drivers often look for a free parking place, and the capacity of many parking garages in town centres is not fully utilized. Previously there has been too little insight into the factors which play a role in the use of parking garages. The quality of decision making on constructing new parking garages is not good and there is not sufficient profit from the parking garages already in existence.
