This paper describes the modelling of urban goods movement and the use of the model for policy making purposes. Urban freight transport faces problems with accessibility and the negative impact of transport on the environment (noise, pollution). The model predicts accessibility and environmental effects of transport policy. The paper describes how accessibility is defined and which indicators are used. The indicators for the environment are also described. The model is based on simulation modelling and uses a Geo graphic Information System (GIS). The structure of the model is described and some results are presented. (A)
