Abstract
In order to judge the need to make crossing provisions at a certain point a criterion is required. Different methods can be used, the average waiting time, the percentage of pedestrians that suffer from delay and the so called 95 percent. Of these methods the average waiting time has the most advantages. If the traffic flow which is to be crossed is undisturbed (main source of disturbance are traffic signals) the average waiting time can be determined as soon as the intensity of the traffic flow and the time for crossing are known. Some techniques for perception and measurement are discussed.
