Abstract

In a provincial town in the North of the Netherlands in 1978 a project was started to improve liveability by means of relatively inexpensive measures. In phase I if the project a set of objectives and alternative plans is developed Phase II means the implementation of the chosen alternative while phase III consists of the evaluation process. Public participation is an essential part of the process and it seems very successful in this stage of the project.
