Abstract

At the moment, the Dutch province of Zuid-HoIland is transforming the so-called vision document 'Mobility with policy' into a country-specific traffic and transport plan (PVVP) as conducted by the 'Planwet' legislation. This is performed in the context of the Strategic Mobility Project (SMP). The main innovation from this project is the extension of the present task of administration (or management) to structuring spatial developments and the organisation of traveller demands. Apart from continuation of present tasks, new topics of interest are the intensification of the relationship between transport and spatial planning, a region-oriented management and the uptake of mobility management. Confronting global spatial policy starting points with practical regional projections of the desired spatial structure, shows that the policy of concentrating activities into centrally located locations in the transport network is not sufficient to cope with policy dilemmas in more rural areas. First ideas of mobility management (organisation) consist of mobility conferences (to co-ordinate policy among stakeholders) and mobility centres (to ask travellers about their wishes and to realise them). Finding the balance between individual wishes and public interests will likely become the main matter of discussion.
