Abstract

The author analyses the main and sub-objectives of the Transportation Structure Scheme and concludes that the choice offered between the various alternatives is almost impossible because of the unequal specification of costs. Public participation therefore will lose a lot of opportunities. Another point of criticism is, that there is a mix up of policy and objectives, before the details of the alternatives are clearly outlined. Public transport proves to be a demerit good, as its expenditures will have to remain at the present level or even will have to decrease.
