Abstract

The procedure to draw up a traffic management scheme is described. It contains: a) selection of objectives and policies; b) making an inventory of supply of and demand for traffic facilities and environmental areas; c) confrontation of supply and demand for facilities within the environmental constraints; d) suggested actions to reach the selected objectives; e) synthesis of suggested action per objective- by means of weighting- to reach a general set of optimal actions; f) design of a traffic management scheme including priorities, estimation of construction costs and a program to monitor temporal traffic developments.
