The traffic circulation plan is a plan which shows which measures must be taken inside built-up areas to support a quick and safe level of service for transport and traffic - at present and in the near future - as much as possible within the background of an acceptable environment. A traffic circulation plan is a policy plan, prepared by a local authority, which must be submitted to the ministry before an application for financial support by the government for local public transport is considered.
