In December 1994, the Spanish Ministry of Public Works, Transport and Environment implemented the High Occupancy Vehicles (H.O.V.) facility in the N-VI corridor of the Madrid Metropolitan Area. The special characteristics of this kind of facility, considering that is has been the second experience in European countries and the first in Spain, with the introduction of the car-pool system, advised the developing of an assessment process which will allow an evaluation of whether the goals of the system are being reached or not. This paper describes the major characteristics of the system, and outlines the results of the assessment process with respect to the objectives aimed, after one year of operation. (A)
