This paper was presented at the "Cost-effective bridge projects" session. These proceedings are available on CD-ROM. The Ontario Ministry of Transportation would like to share their value improvement experiences from Highway 416 South that are helping to reduce financing costs while maintaining safety and quality construction. From the "owner's" perspective, this paper will discuss studies prior to construction as well as a new special provision that is encouraging the contractors to submit cost saving 'c "change proposals". The Ministry has partnered with the construction and consulting industry, using value engineering methodologies, to successfully reduce financial costs by millions of dollars. This paper will focus on bridge issues regarding safety, value, scheduling and life cycle cost that have contributed to the acceptance or rejection of proposals. These latest advances in Ontario will be of interest to other owners, consultants and contractors who are also striving to provide the most effective bridges. (A)
