Highway 69 value engineering review : a case study.

Abstract

This paper was presented at the `Safety Audits and Value Engineering for Highway Design' session. A formal Value Engineering Review (VER) process is relatively new in Ontario, however it is quickly becoming a standard element in all highway planning and design projects. This paper documents a case study in Ontario and summarizes the methodology followed. In November of 1995, the Ministry of Transportation of Ontario (MTO) embarked on a VER of all previous engineering recomendations for a section of Highway 69 which is to be 4-laned between Port Severn and Parry Sound, a distance of 76 kilometres. The goal of the study was to ensure that the application of Value Engineering principles were incorporated into all aspects of the planning, design and construction of the highway. This VER paper outlines the process followed for the Highway 69 corridor. In order to provide a proper understanding of the parameters related to some of the Value Engineering recommendations, a brief overview of the project is included. The paper summarizes the Value Engineering recommendations and associated cost savings. It also documents the recommended Value Engineering methodology, to be considered for future highway planning and design projects in the Province of Ontario. (A)
