Highway-compatible residential development : a feasible ideal.

Abstract

The assurance of highway-compatible residential development has become the responsibility of the local planning and zoning authority, which approves land subdivision and development. This article briefly discusses the responsibilities of the local jurisdiction and the responsibilities of the developer with regard to noise evaluation and control. The discussion includes information on where to mitigate. In conclusion, it is pointed out that the local planning and zoning authority should not only set reasonable and appropriate goals but also determine if a developer's plan for noise mitigation is feasible and if the analysis is competent.
