Abstract

Venezuela's road system is in a state of disrepair. A road cost recovery program is needed to bring the system back to good condition and preserve its future integrity. This paper summarizes a cost recovery analysis process for Venezuela. Cost recovery analysis involves 4 basic elements: 1) classification of vehicles and road system, 2) Cost analysis, 3) Revenue analysis, and 4) Cost recovery analysis. (A)
