Abstract

The standard direct management model of infrastructure management services has been reviewed according to its achievements and its relationship with the ever-increasing budgetary rigour and new financing systems. As a result of this review, a new management model based on the division of functions between standard administration and a new entity or public enterprise has emerged that acts normally in the name of the administration albeit at its expense. Normally, the administration keeps the planning and control powers for itself, and passes the implementation powers on to the new company. In Spain, the first experiences of this type come from regional administrations, although the project, at a central level, takes on ever-increasing significance and oportunities. There is enough experience in Spain to be able to calculate a first balance of the performances undertaken, their possibilities and advantages. Catalonia and Andalusia have, on their own, reached the same conclusions in terms of organizational bases. The company that deals with Catalonia, Gestio dinfraestructures, S.A. (GISA), after 7 years in operation, has realized activities in the amount of 147 billion pesetas. The Andalusian company, Gestion de Infraestructuras de Andalucla, S.A. (GIASA), after 4 years of operation, has realized activities worth over 54 billion pesetas. (A)
