Abstract

Recognizing that the State Highway Safety Agencies are in various stages of the transition to a management process, these guidelines are intended to assist in improving present procedures, establishing a systematic way to manage the safety program. These Management Process Guidelines provide criteria to institutionalize the SHSA management functions and related organizational structures, and identify the roles and inputs of State and local operating agencies relative to these functions.
