Abstract

This three-year plan details how the National Highway Traffic Safety Administration (NHTSA) will implement the nation's highway safety policy as set forth by the President in the National Transportation Policy that was issued in the spring of 1990. The three-year plan provides milestones for the agency within seven functional areas that are the focus of its activities: motor vehicle safety, other motor vehicle initiatives, occupant protection, impaired drivers, other traffic safety programs, comprehensive highway safety programs, and technology and innovation. While the plan does not detail all activities of the agency, it does contain the major initiatives, goals, and ongoing programs that will have a significant role in achieving the agency's mission.
