Abstract

Program evaluation is now and always has been difficult to achieve but important to tackle. Lack of hard-nosed self-evaluation has resulted in highway safety programs in which only negligible innovations have been seen nationally in decades. Is has, I fear, resulted in perpetuation of expensive programs which are not carrying their load in preventing accidental losses on our highways.
