Abstract

This report provides a comprehensive compilation of the best techniques that are currently being used in urban areas to bridge the gap between system and project analyses. These techniques were identified through a survey of state and local agencies with follow-up field visits to obtain detailed information on procedural steps and typical applications. A user's manual with illustrative case studies is provided in the Appendix. This report should be of special interest to highway planners and design engineers who wish to modify their current procedures or to adopt new ones.
