Abstract

The fullness of time for highway traffic management to stand alone and be recognized is now. The reason for being for highway traffic is movement of persons and goods. To achieve this movement with dispatch, comfort, safety, and economy requires management. Highway traffic has developed over the years into an industry offering employment to one-seventh of the labour force.
