Road Pricing makes Mobility more Sustainable. Mobility becomes more sustainable when it is causing less social costs. Road Pricing is the most promising policy to realise this. The best way to demonstrate this is to explicitly integrate environmental aspects in your economic appraisal studies. The Transport Research Centre, the Netherlands Environmental Assessment Agency and the Netherlands Bureau for Economic Policy Analyses show high social benefits of different pricing schemes for Road Pricing due to, among others, less time lost in congestion and reduced pollution and noise nuisance. The European Conference of Ministers of Transport shows a similar outcome for the Netherlands in their study ‘Reforming Transport Taxes’ trying to improve the efficiency of transport. Prijsbeleid is bij uitstek het beleidsmiddel om dit te verwezenlijken. Het expliciet integreren van milieuaspecten in economische afwegingen is het middel om dit aan te tonen. De studies van AVV, MNP en CPB die zijn uitgevoerd voor het platform ‘Anders Betalen voor Mobiliteit’ tonen aan dat de maatschappelijke baten van prijsbeleid kunnen oplopen tot € 1,5 miljard op jaarbasis, door o.a. vermindering van reistijdverliezen door congestie en vermindering van emissies. Ook de CEMT komt voor Nederland tot een soortgelijke conclusie op basis van een Europese studie naar kosten en prijzen van infrastructuur. (Author/publisher)
