Abstract

This paper deals with the question to what extent future plans can survive in day by day decisions. For this purpose a case is introduced of a tramline reservation which has been abolished in favour of houses to be built on the site. Two decision- models are considered. Conclusions include the statement that future plans should be assessed for their contribution to present problems in order to avoid opportunistic decision- making.
