How to cope with a "No-Build" policy in urban areas.

Abstract

There are local authorities which have decided not to add to the number of freeways or major highways that serve their urban areas. This should be confused with the "do nothing" policy. They only shift the emphasis away from constructing new capacity to better managing existing transportation facilities and resources.
