The Municipal Parking Authority was established by Common Council ordinance on January 1, 1948. The title of Authority is something of a misnomer for by usual definition a true Authority has the power to enter directly into contracts, negotiate the purchase of properties, etc. The City of Detroit Parking Authority actually functions as a commission, having been empowered (a) to conduct or supervise the operation of all municipally owned parking facilities, and (b) to conduct investigations, make analyses of existing parking facilities, and make recommendations to the Mayor and Common Council relative to the acquisition and development of properties.
