How large a part of the external benefits is captured by CBA?

Abstract

Defining the external and internal effects of transport projects is discussed. The key technological external benefits are found in increased efficiency for emergency services. Allowing for this in cost benefit analysis (CBA) depends in the value placed on human life in different countries. Using a German road bypass and railway investment plans, it is suggested that about 10% of the financial benefit is external.
