Abstract

In attempting to resolve the dilemma of evaluating the rules or laws used to regulate human behaviour in an inherently faulty system, the history of traffic law is outlined. Selected criteria used to evaluate traffic law are discussed. The application of law is traced through enforcement, adjudication, and penalization and /or correction.
