In the Netherlands use of the driving licence dates from 1906. In 1951 the law was changed so that now an exam is obligatory and a medical declaration of fitness to drive for everybody. This declaration is necessary every 5 years with the renewal of the licence. For some sorts of car this declaration is more difficult to get. If the doctor of the licensing institute is not sure, he will seek the advice of a specialist. If the declaration is refused one can appeal to the minister. Since october 1979 it is possible to give a declaration for one or three years also. For bodily handicapped people the licensing institute (CBR) has a department to give advice on adaptations of the vehicle. If a doctor considers that a patient is unfit to drive he may inform the CBR, which will then seek the advice of a specialist.
