Abstract

The continuing comprehensive urban transportation planning process established by the 1962 Highway Act is the most significant and far-reaching intergovernmental planning procedure on the books, As such, it presents the greatest potentialities and opportunities for helping to meet many of the human and political ills of our metropolitan areas.
