Abstract

In this paper, a new theory is dealt with with which public transport tendering can be applied to the Netherlands. On the basis of knowledge obtained from foreign experiences, a toolbox has been developed which analyses different organisation forms of tendering. The authors' vision on tendering is that the best organisation form emerges by improving the inherent weaknesses of the current tendering models. The toolbox helps to make the limitations of the current tendering models visible. The toolbox has been tested by means of a gaming work shop for the region of South Limburg. For the purpose of gaming, a software environment has been built consisting of the following parts: a database (the heart of this environment), interfaces, a transport prognosis model, and an exploitation model.
