Implementation aspects concerning legislation and standardization.

Abstract

This paper presents some preliminary results from DRIVE project V1067 "Implementation Aspects Concerning Planning and Legislation" (IMPACT). The main objective of the project is to describe actions and co-ordinations concerning legislation and standardization needed in order to assure an effective Europe wide introduction and function of RTI (Road Transport Informatics) systems. A short presentation of the report "Survey of Legal Problems Relevant to RTI Systems" is made first. The main subject of the report is an identification of areas of legislation which could possibly be affected by the introduction of RTI Systems. The report also discusses the application of those areas on different RTI systems by means of a short term and a long term scenario. Finally it gives a compilation of legal questions classified by actors. The presentation includes a few examples of the issues in the areas identified. As regards standardization, a general approach to analyze the requirements for standardization is defined. To obtain a comprehensive approach to interface compatibility aspects as well as to all components each RTI system is first considered as a whole. The components and interfaces of the system are then studied in order to analyze the specific standardization requirements. The importance of achieving standardization is evaluated by defining the reasons for standardization. To test the general approach, and to obtain some more concrete results, some RTI systems of short term and long term scenarios are analyzed from the standardization point of view. On the basis of these analyses some preliminary conclusions are drawn about the standardization bodies concerned with RTI systems, the reasons for standardization and the categories of standards.
