Abstract

The effective coordination of urban transportation programs with other goals of metropolitan areas requires that comprehensive institutions exist not only for long-range planning purposes but also for implementation of plans. The enforcement of agreed-on priorities is an essential element of the planning process. Both kinds of decisions must be made by the same institution.
