On looking at the historical account of urban transport in the past four decades, it can be concluded that for the first time in Congo the process followed to design a urban transport policy is in keeping with: (1) a global logic of an economy under structural adjustment; and (2) with one of a large national co-ordination through a round table session, from which all the main elements of the current policy of urban transport are derived. This paper deals with: (a) The process followed with a view to organize the round table session; (b) The diagnosis of the sector; and (c) some elements of sector-related policy.
