Abstract

Implementing innovations in transport and land use planning. For decades Dutch transport policies are dominated by two themes: congestion and environ­ment. Extensive research has revealed effective planning concepts that can improve the per­formance of the networks as well as reduce the environmental impact of traffic and transport. Tuning land use planning and network planning can create such an impact. These planning con­cepts have been introduced in the Dutch policy realm with limited success. Generally speaking there still is a great lack of cooperation between the fields of traffic and transport planning and land use planning. Also, the tuning of activities between the various levels of government can be improved. The recent shift in both traffic policies and land use policies to decentralize power and policy implementation from the national to the regional level encourages regional transport and land use planners to cooperate or even to collaborate, in order to implement the available innovations. This article describes a training for transport engineers and land use planners to improve their ca­pabilities to cooperate successfully and to work more effectively on the regional themes of ac­cessibility and environmental impact. The training introduces some planning methods devel­oped for Novem, the Dutch agency for energy and the environment. The training approach is based on theories and practices of the learning organization and on a constructivist perspective on learning. The article shortly describes the theoretical background and some practical experi­ences with the introduction of these learning concepts. (Author/publisher)
