Abstract

This report, submitted by the committee on the District of Columbia, describes and recommends the proposal bill $ 4059 which is designed to promote safe driving and eliminate the reckless and irresponsible driver from the street and highway of the District of Columbia by providing that any person operating a motor vehicle within the District shall be deemed to have given his consent, under specified circumstances, to the taking of two chemical test to determine alcohol content. The requirement for two test is intended to safeguard against errors.
