Abstract

This paper deals with the impact of General Revenue funding or roadways and offers an alternative - Dedicated funding. In general, dedicated funding refers to the tying of specific revenue sources to expenditure. It offers some solutions to what are difficult questions regarding: where transportation user revenues are going, how transportation budgets and priorities are being set, and how required future transportation funding levels are going to be achieved.
