Abstract

As for anti-air pollution measures caused by automobile traffic, stringent emission controls and development of road networks for greater traffic capacity could be suggested. Such measures, however, take mid- or long-term period of time and require large amount of cost while bringing about some problems concerning preparation of the law, improvement of vehicles, urban structures and industrial economy. In accordance with the policies described in this paper, some systems that are feasible with low cost and short period of time have been under discussion. To put it concretely, the Environment Protection Management Systems (EPMS), one of subsystems of the Universal Traffic Management Systems (UTMS), is planned to be introduced as well as integrated steps to improve traffic environment employing the Traffic Demand Management (TDM), both of which are reported in this paper.
