Abstract

After examining pedestrian casualties among preschool children in North-West Europe and the behaviour and abilities of child pedestrians, it is concluded from accident reports and surveys that generally parents do not provide preschool children with adequate road safety instruction. A great variety of methods have been tried to encourage parents to give their children better road supervision and road safety testing. None appears to have been successful.
